Job Description: Clinic Administrator
Definition:
The Clinic Administrator is responsible for the overall operation of the health center and for assuring compliance with various contracts, and federal, state and local regulations.
Responsibilities:
Implements clinic policies established by the Board of Directors and/or corporate administration. Develops and evaluates procedures to implement policies. Collaborates with other key staff, reviews, revises, updates and seeks necessary approvals as required. Assures adequate staffing of clinic and implements procedures to assure appropriate orientation, training and evaluation of staff. Assures compliance with various state and federal regulations and appropriate titles of the California Administrative Code, Penal Code, etc. In conjunction with program and department heads and corporate administration develops and budgets, scopes of work and allocates resources. Approves expenditures requested at the Center and Program level. Assures the implementation of a clinic quality improvement program. In conjunction with other key staff, establishes goals, objectives, outcome or performance measurements and evaluates results for various clinic departments, programs, components, activities, etc. Participates in planning and other administrative meetings. Provides administrative oversight over and coordination between all clinic based programs/departments including:
Medical Records
Patient registration and eligibility screening
Security
Maintenance
Administrative Office
Business Office
Pharmacy
Laboratory
Radiology
Perinatal, family planning, general medical, dental and other departments as may be added

Prepares reports, statistics and analysis as may be required. Maintains inventory control systems. Participates in all safety programs which may include assignment to an emergency response team. Performs other tasks as may be assigned or required to assure the smooth functioning of the clinic, its programs and services.

Qualifications:
Master's Degree in Health, Public Health, or Business Administration. B.A. in above fields plus extensive experience considered; nursing degree highly desirable.
A minimum of two years previous experience in health administration and supervision.
Excellent communication and interpersonal skills.
Knowledge of billing and collections, management information systems. Computer literate re: spreadsheet programs and word processing.
Ability to work with a multi-ethnic population and understanding of the needs of medically under-served populations.
